GitHub Copilot app access is now separately governed: the July 27 changelog says the app has its own enterprise/org policy, no longer rides on Copilot CLI access, and is available through the usual Copilot policy controls with three explicit states. This is a real admin/governance improvement for teams that want the app without unintentionally broadening CLI access. Microsoft Agent Framework’s latest release train (dotnet-1.15.0, python-1.12.1, python-hosting-a2a-1.0.0a260723, and python-github-copilot-1.0.0) is a substantive platform update: GitHub Copilot attachment forwarding is now stable, Python got security guidance for custom MCP clients plus GPT-5.6 prompt-cache breakpoints and reasoning replay fixes, and .NET added Responses conversation helpers, app-owned A2A/MCP hosting helpers, Telegram hosting helpers, and a Dapr sample.
